It's in the Geothermal Core, in Magmoor Caverns. However, you need to be fairly far into the game before you able to get it. I believe you're expected to get it after the Grapple Beam (which comes directly after the Power Bombs). I'll leave you to figure it out yourself, unless you wish to have more details spoiled.
