I don't know how viable the Sellsword Twinblades are as I haven't used them personally. But 60 DEX is the way to go on a DEX build. Very viable in PvE, somewhat less so in PvP. You’ll want at least 40 Dex, but I don’t recommend going to just 60, since the scaling from 40-60 gives you only like ~22AR for 20 points.

If you want to save on souls, try Frozen weapon or Blessed Weapon. both require almost no stats to cast. They also don't scale with Fth/Int so you don't miss out by not having tons of levels in their stat. They'll add a respectable amount of damage. Onikiri and Ubidachi and Sellsword twinblades are your best options.
