The 30 ft-lbs is just the starting place and the 1/4 turn is the amount of stretch. I don't bother with that and just torque to 70 ft-lbs and re-torque when ever I think of it to make sure they are still tight.

That seems like over kill. My wifes car has the same size lug bolts (M12x1.5) and alloy wheels.
