May 12, 2017 ... Hey guys just a quick commentary guide on the 5th palace boss. Found this one fun and a bit easy if you have the right attacks. Wave 1: Wind and Fire. Wave 2: Ice and Psychic. Wave 3: Lightning and Nuclear. Wave 4: Wind and Bless. Wave 5: Psychic and Curse. Wave 6: No elemental weaknesses or resistances, immune to some status ailments, yet vulnerable to a few (you can hit it with dizzy, shock, and forget, though not sure about others). Palace 5 Boss Fight in Royal: ──────── Change difficulty to Merciless. This lets you deal 3x to Weaknesses and Technicals. How many of the elemental bombs do you have? These are really good here. What you do: 1st Turn: Member 1 uses Matarukaja/Marakunda. 2nd Turn: Member 2 uses the other from Member 1. Seriously, I’ve failed okumura’s fight 16 TIMES. this is genuinely the most bullshit boss I’ve ever fought. I’m level 46, I’ve tried everything, different party members, merciless, and no matter what I do I fail the fight. I’m getting sick of it and I don’t even want to play the game anymore just because of that stupid fight.

The palace and boss fight are fine, nothing notably difficult unless you choose to ignore basic combat mechanics that you should have been using for the last 40 hours. People only hate Okumura’s palace because of the boss fight.

The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think.
