The only way to test the relay is to apply 12 volts to the relay ...The clip is on the throttle needle. Remove the 4 screws on the top of the carb and pull out the throttle plunger. Use a philip screwdriver and insert it into the holder (middle of slide) and give it a 1/4 turn and remove the holder. Your EFI code (23) is for the O2 sensor heater malfunction. Check the connector for the O2 sensor for any moisture. The 4x4 code (97) is the fail safe relay is stuck on, again probably just moisture.
