Ordinator is good but does feel a bit gimmicky at times. I personally now use Vokrii which is basically vanilla but enhanced and feel like the progression is more logical. I believe a perk overhaul should be the capstone of a game overhaul, not a foundation. Many perk overhauls add a ton of new systems instead of supporting the systems that already exist in the vanilla game and popular mods. If I ever see a perk overhaul that includes fishing perks, I will immediately install it. Until that day comes, I use Adamant.
The only 'right' way to do this is to remove Adamant, add Ordinator, and then use xEdit and testing to insert any missing patches and fix any load issues that arise.
