There's actually an interesting theory about shopping cart returns. “The shopping cart is the ultimate litmus test for whether a person is capable of self-governing. To return the shopping cart is an easy, convenient task and one which we all recognize as the correct, appropriate thing to do. The Cart Narc actually has a law firm he works with, and he is a long time "personality" on a radio show. They basically exist in a legal area where what they are doing is annoying and probably crosses into being illegal, but it is such an insanely minor offense both criminally and civil, that virtually no police officer in the United States is ever going to mess around with doing shit about it. That “cart narc” nerd is everything that is wrong with today’s society. Desires internet fame, yet is devoid of any social self-awareness. Tedious, nerdy, whiny. Cowardly. Or, the guy in the truck could’ve done what most normal people would do, and say shit you’re right and then put the cart where it’s supposed to go.

The "Kevin" is like "I'm gonna beat your ass" and The Cart Narc is like "With all do respect I don't think you could catch me" haha. But yeah the guy is an asshole and the fact he's spending his time doing this instead of doing something that actually makes a difference while trying to make it sound like he's a social justice warrior.
